Government e-Marketplace: Complete Guide to Listing and Selling GeM Products

 

Government e-Marketplace is an online procurement platform developed by the Government of India to bring the buyer and seller together on one platform. GeM facilitates buying of products and services by government buyers. GeM Portal  provides an opportunity to showcase one's products, bid for tenders, and receive orders from the government. It begins with the GeM product upload process; one can list their offerings by creating a catalogue.

The registration at GeM and update of the business profile are to be completed by the sellers before uploading the gem products. Only verified sellers are allowed to create catalogues. Sellers can log in to the gem e-portal using their User ID and password and access the Catalogue section to add new offerings.

To begin catalogue creation, sellers have to search for the relevant product category by typing the name of the product or suitable keywords. Various categories may pop up in the system, from which the vendor should be able to choose the most appropriate category. It is important to choose the correct GeM products category, as product specifications and compliances are category-specific. The seller proceeds to fill in general information about the product, such as brand name, material used, product description, and mandatory Golden Parameters. If the brand is not listed, it can be requested via the portal.

The pairing catalogue option is provided to the sellers in cases when a similar product already exists in the GeM marketplace. This skips certain steps and allows the sellers to update offering quantity and pricing details directly, hence making it much faster.

Next comes the catalogue information entry, which includes the model number, gem products product name, and detailed description, all of which are mandatory for any catalogue. The sellers also need to declare whether the catalogue is linked to an active bid or not.

Pricing is one of the most critical elements while uploading products on the government e-marketplace. OEMs and resellers are required to provide authorization details, country of origin, and Make in India (PPP-MII) declarations, as applicable. Additionally, OEMs may declare startup status if they are registered with DPIIT. The sellers have to upload valid MRP proof documents and give a minimum 10% discount on MRP, as stipulated in the GeM guidelines. Once the offer price is uploaded, it gets locked for a certain period, which means price stability.
